Now that I have all of the screw holes flattened back out, should I fill them with something to be sure my screws have something to grab? I'm almost 100% positive that the PO had the windows pulled and resealed at least once and I'm concerned there isn't much there to bite into...

Gorilla Glue and toothpicks or dowels. This is in the wood framing not in the skin. The skin should be loose to inspect and repair anyway...

I would start installing windows if a screw strips out then I cut a small sliver of wood with my knife then drive it in the hole and reinstall the screw. Some people use glue on the insert some don't. For years I used wooden match sticks to fill the holes, some use a couple of tooth picks. I have also known people that drilled all the holes out the cut dowels and glued them in, but you have to remove the skin to do that.

Thanks to both of you for your responses!! Yes, I'm talking about the wood frames and not the skins. My skins are still loose, I just hammered the holes in the skins flat so I get the best seal possible and I want my screws to have something to grab. The tooth picks and gorilla glue seems like the best choice for me. Thanks again!!
