A small screw and nut, with a second nut to lock it in place (Double nut), has worked for me. The two nuts tightened against each other allow there to be room left for the mechanism to move. Not perfect, but functional.

And the old rivets are still in the metal of the window, so I will have to drill those out, which might change the hole size

They are available in various materials. The aluminum are $10.44 per pack of 50 (P/N 93121A320). The barrel is slightly larger than the rivet size (13/64 vs 5/32) so increasing the hole size will not be a problem with these. www.mcmaster.com/#93121a320/=11j0edz

As I understand it, a Hand Rivet Clincher (that isn't shaped like a C clamp) needs one side of the rivet to be on a solid surface. How would the VTS tool work on a window?
Maybe I'm wrong?
