I count myself lucky to be in Georgia. I think anything 83 or older (or maybe it's 20-30 years old) doesn't need a title. Only needs bill of sale. I've bought 4 trailers. Newest being 1980. Each one the tag office said I was missing the VIN or a portion of the VIN. They give you a form. Cop comes to my house. He looks for a VIN. If he finds one he calls it in to check for any wants on it. If clear signs paper work, I got back and pay 12 bucks, walk out with plate. If he doesn't find VIN, he writes he couldn't find VIN. I go back to the tag office. I give them 12 bucks and they give me a new "homemade" VIN and a plate.
I suspect the tag office is judging you by whatever they see on their screen. I suspect the cops are taking the whole situation in. Judging you, your house, cars etc. trying to establish if it's on the up and up.
Our DMV is for the birds but the tag office is local and my biggest complaint with them (as with most government offices) is that they are only open during business hours when lots if people are working. They are open late 2 days a week.

I love Maine when it comes to this. I registered mine with a five year-old bill of sale (bought in NH with expired registration and no title). And the Town Hall a couple small towns away has a DMV-branch to get plates from, one clerk, no line and it's always the same nice old lady. A lot of out-of-state truckers register their trailers in Maine, we're like Liberia.
