Is there a consensus on an acceptable amount of bend upwards in the tongue? Mine has two bends, and is up about an inch over the 3 foot span of the front bend. This is an area where the crossmember was broken and now rewelded, but now I'm a bit worried that the addition of the new crossmember is actually pushing out the top of the C-channel frame, contributing to the bend.

I'm not knowledgeable on this topic but I know people here have dealt with bent tongues. Photos would help them understand your issues.

Not a great photo, but I put angle iron across the tongue, then a straight 2x4 on top of the frame. It shows about an inch of lift on the front of the tongue. I also put a level on the bottom of the frame and clamped a ruler across the tongue and saw similar lift today. The frame seems strong enough, and the broken member at this bend is now fixed. but I don't want to lose an opportunity to fix it now if needed.
