It appears the 30 is wired as the main breaker with two 20 amp circuits. Maybe someone put a 15 amp plug on the cord because that was the only power available where they were camping. It also appears that the ground might not be wired properly. I can't tell if one of the blocks is insulated from the box or not.

I agree, the 30 amp breaker may be a main. The box is wired for at least a 30 amp inlet but you can use it with a 15 amp plug. The idea is to not overload the system.
Since your amperage will be reduced, remember to use ONE item at a time. In other words, your system might support the lighting and a small coffee maker, but only when used by itself. No electric heater, hair dryer and toaster at the same time.
I'm assuming your cord is 10/2 with an added 15 amp plug. If you have a side inlet (with prongs) the inlet cord should be at least 14 gauge and no longer than 25 feet. Still 15 amps.

Also you won't have any breaker protection in the trailer if you exceed the 15 amp shore receptacle you will trip that breaker. It won't hurt anything just be inconvenient.
