I may need one new window for my trailer in the back, as the one I currently have there is two wide for my modified floor plan. I would like one that swings out, and saw this on e-bay today. Can someone who knows about windows tell me if it is all there. Is it the swing out style? Why is there a screw edge at the top without trim? Is something missing? Thanks for any help.. Here is the link to the ad.. ebay window Here is a photo, but there are more in the ad.

The window in your photo is in very poor condition. I would suggest you find a better example to restore. It's called a Hehr Standard model, it was made in Los Angeles and was a generic part used on many different brands from the 40's to the mid 50's. The window looks to be complete, the screw holes at the top are for the mounting of the hinge flange. What "you think" is missing is the eyebrow, which is a separate part installed "over the hinge area".
It uses two different kinds of glass seals, plus 3/4" RV putty to seal it all up. All of this is available from VTS. This type of window frame "requires" a steel, copper, or bronze screen material. You cannot use todays common aluminum or fiberglass screen materials.
It's usually best to ship it without glass, due to weight. I pay $15.00 to $17.50 for custom cut glass locally, as an example.
Chris, AKA Trailer Trasher, is a good source for windows. His parts come out of the high desert and are usually nice, for 60 year old "used parts". He has three large shipping containers full of windows.
