Vent on before painting or after? I have seen it done both ways. I am leaning towards polishing it up and reinstalling it after the camper is painted next March. Painting a part that moves seems like a mistake. Thoughts?

If it's aluminum....Polish it, and then tell them it's the brand NEW, super expensive, super duper model!
But at least straighten all of those screw holes first.

You "want to" flatten the screw holes on the frame edge because you will get a better "more consistent" seal with the RV Putty. Also, you do not want to "over tighten" the screws, and excessively squeeze out the putty around the screw holes. It's the reason, I never use a power driver to put the screws back in during assembly. Just snug them up with a screwdriver, and maybe give them an extra half turn. Stop when you see the putty moving.
If they crawl up on your roof to check your screws........tell them you don't have adequate insurance coverage, and the have to get down. LOL
