I plan on replacing my compact roof this spring. I noticed there is putty tape between the roof (where if folds over the side skin) and also putty tape under the j rail. Do I need both. or is just one layer with the j rail enough? @ layers of putty tape seems like it would make a pretty bulky seam.

Like you said, the way yours is now. The Shasta factory had putty tape under the roof skin and under the J rail. They weren't built all that great to begin with. This is also where they leak the most and you won't notice it leaking until the damage is done and it finally shows up on the interior paneling at the end of the leaking process. This might be the only place in construction they got it right! Bulky at first but it will all pull tight. Then you can trim off excess.

I normally don't putty under the roof bend. Some of the trailers are that way, others not. Brand doesn't matter. If you want to putty under the bend, I recommend thin butyl instead of regular RV putty. Less bulk and very sticky.
