You have to choose a host site in order to embed photos. The forum doesn't allow uploaded pictures because of the fees involved...
There's a photo tutorial at the top of every board.

Flickr seems to be down? I'm trying to upload photos, but I cannot get Flickr to operate. Is there another photo hosting software we can use?

Be sure you are logged into Flickr. I get logged out every once in a while; check that out.
