Read the instructions. I think it's just the loose stuff but haven't used POR 15 before. There's a lot of info on the Scotty NSSO site. They love POR 15.
I wire brush, inspect for necessary repairs the paint with rustoleum.

I used POR 15 on our's. Been 3 years and it is in good shape still, even here on salty Cape Cod. Your prep looks good enough from the photo. As Vikx said,"read the instructions". If you follow them I think you'll be happy with the results. Just be forewarned that it does become dull in appearance where sunlight hits it. Some people top coat those areas with some other paint, but it doesn't bother me enough to do that. It is very messy to work with, ours was not a frame off restoration so I had to crawl around under the camper with a paper suit, safety glasses,and an old wool hat. I used cheapo chip brushes. It was really hard 'cause I ain't as young as I used to be!
My problem here seems to be the effect of the salt air on the aluminum trim. I am so glad I didn't polish it,it is more of a brushed finish. I keep it waxed, but when it rains there are streaks below each window and other places that do go away when I wax the painted areas.
