I ordered the Shasta decal online and followed directions on applying. Less than 5 weeks later the black ink started flaking off. I contacted the purchaser and he sent 2 new ones. He recommended using paint thinner to remove the sticky decal. Will that remove the white paint that was factory baked on? Thanks!

My feeling is that the answer is "no". The plastic will have to be peeled off, and then the adhesive cleaned up. Thinner should remove it cleanly. I don't think it will bother old cured paint. Rubbing too hard or a rough, abrasive cloth might. Work gently, but I don't think the original factory paint will be subject to lifting with thinner. Paint thinner does work real well at getting rid of the adhesive, and I would suggest going back over with denatured alcohol after you are done with the thinner. It will remove any oily residues left as well as any traces of adhesive, and will leave a very clean surface for the new installation.

Paint thinner won't have an effect on dried paint.
