I've seen a lot of threads on tires, good brands, cheap brands, radials, bias ply, etc. What I'm not sure of is what tire will safely fit in my wheel wells? With some pretty flat 13" bias ply tires on there now, I have about an inch of clearance to the outer portion of the wheel well. Some of the guides say a radial in my size will add less than 1/2" total to the width, so would this still fit safely? I'd hate to buy some tires, mount them and then find they don't safely fit but I'd rather buy a more modern radial.

You're in there tight already. I'm no expert, but 1/2" seems too tight.

My problem is, you really don't know the width of a tire until it's too late and it's mounted. Should I use a smaller tire?

I took our Kit to the tire shop for inspection. The tires were a b*tch to mount flat. Finally got them inflated and they had 1" clearance (radials) to the inside of the wheel well. Les Schwab told me they would be fine. As long as it is the "side" and not the top clearance. Two different experts; one the hot rod guy. 1/2", I would question. They wanted man hand finger clearance at least.
Sometimes the shop will mount a same size used radial on your rims to try. Also, if the tire is not on the road, they usually will allow returns. ASK FIRST.

If you trying to avoid a tire shop or can't bring the camper down, I would play it safe . I agree with vikx, even an inch on the top seems too tight. On the side I've heard a man's thumb should fit. Which means an inch is the bare minimum. Unless it's a very small man. :-)
