Did I make a big mistake in buying new passenger steel belted tires for my 13 foot vintage canned ham? Weight should be around 2K. I later read about using bias tires for extra strength in sidewalls.

yes, you really need trailer tires for a trailer, the thicker sidewalls reduce swaying, you need (ST) special trailer tires.

They can be be bias or radial construction that is up to you But they must be ST tires which means that they are designed for trailer use. I would suggest at least a load rating of C which equals the old 6 ply rating and D (= 8 Ply) is even better. The load rating must exceed the total weight of the loaded trailer and the more it exceeds it the better also make sure you are buying current year tires not a set that has been sitting around for ten years on a shelf. The trailer tires will tow better and safer as they have stronger side walls.
