The trailer did have brakes at one point. We pulled the wheel off the drivers side and this is what we found. Found these in the trunk when we got her I think the passenger side might be more intact, but taking the wheel off and putting it back on was such a major pita that we didn't look at the other one. Is is possible to just replace the whole brake system on both sides?

Take both backing plates off and measure the bolt pattern. Also you need to know the inside diameter, and the width of the braking surface inside the drum. Go online and buy a pair of replacement "brake assemblies". You will find some "really cheap", and some about "twice the price". The expensive brakes are USA made, the cheap ones are from off shore and sometimes don't fit very well unless you replace the drums also.
Think of the positive, you can reuse the axle because it has the bolt flange for the brake backing plates.
When you install them, make sure you install them on the correct "marked" side, as they are directional.
