hey guys so im in the process of trying to get a FREE trailer however I was told that with out it being currently registered I would have to get the one day permit to allow me to move the trailer, but when I went to go get it I was informed that there are $651 worth of fees and that they would have to be paid off before I could get the permit, but if somehow the trailer was to magically move to were I needed would I still be responsible for the fees in order to register it in my name? so I guess in short do fees transfer from seller to buyer?

The fees must be paid "to current" by the owner of the trailer. Since the current owner choose to not keep them current, the CA DMV will just tack them on to the "new owner registration application" as past due fees.
California now goes back seven years on past due fees charged to a new owner. This (new in 2014) California DMV policy turns many old "restorable trailer's" into just parts trailers.
You have to love the way government works for it's voter's.

Take it out of state and register it and get a new title, then bring it back into Califruitia at a later date. All you have to do is get a temporary permit to remove it from the state, or take a chance and tow it without a permit. Once you get it out of their control you have won. I know it works, I have done it. There are ways around their socialist laws.

Oh! I almost forgot, if the trailer is being sold and leaving the state the law doesn't apply. At least that's what DMV told me on the last one I rescued two years ago. I paid the fee, I think it was $15.00, for a temporary and pulled it home to Tucson. Went to ADOT and got a new title and plates at a cost of $28.00 and saved another vintage trailer from destruction.

All out of CA. state vehicles MUST be registered in CA. within 10 days. If you get stopped the officer is going to notice that the trailer is registered in one state and the auto is registered here. You will then be issued a fix it ticket to get the trailer registered in CA. Also.... Without having an address in another state how are you going to register it there?

Larry, With a call name like "Arizona Shasta Nut", they likely "live in Arizona". They just need a temporary plate to get the trailer across the state line, then they can register it at a low cost, and without late fees.
I used to live in Arizona. I bought a 1954 VW sunroof Bug with semaphore turn signals from a California privet party, it had a current CA title, and current CA license & registration. But Arizona would not accept it for AZ registration unless I purchased a "title insurance policy" to indemnify the state, just in case it might have been a stolen car. The VIN# was clearly stamped and not listed on any report as "questionable or previously stolen". The car was a legally registered, daily driven, I had a current title, vehicle insurance, etc. But it cost me another $300 for an insurance policy, to satisfy Arizona's DMV. You can never out smart "any" government tax collectors, they just create new ways to ring more money out of you.

Oh I know that John but I was asking for the California poster who he was telling how to do it. Can you as a California resident take a trailer to AZ and register it without your address and DL being from AZ too?

But then every thing is legal until they catch you!
Then it gets pretty expensive.

I don't like looking over my shoulder and having to try to explain weird stuff to cops. Just as soon have everything all nice and legal. Insured too...
