Soup, what are the laws now in your state?
The laws here changed 1 July 2013.
Before then I could buy in my state (IN) from anyone in or out of state on Bill Of Sale only and as long as it was older than 1983 I could get clean title with a police inspection of the Vin number.
I would take that inspection paperwork and the BOS into the license branch and then the state would issue me a clean title supposedly in 10 days but I was receiving them in about 4 days.
The ones I bought in May (when I hauled 2 back from Evansville IN at the same time, gingersnaps Lowflyte and the Compact I put the roof on this summer) I took all into our license branch (IN,DMV) and they tried to deny me titles due to the new law changing 1 July 2013. I then politely pointed out that they were purchased in May and legally the time had been told in May and not in Aug when I was trying to get titles. They agreed and issued titles.
Book 2;
I then asked how to go about buying old vintage trailers in fields and such now that the law changed. They sent me to the local court house who had no idea the law had changed. So the court house could not tell me the new procedure and the DMV had no info either. Funny thing was, the court house was pissed the DMV kept sending people over to them and the DMV was mad the people kept getting sent back to them. I kept telling them there had to be a way to clean up properties in Indiana instead of letting them all rot into the ground. At the time I did find out I could buy from states where there was no title needed, then bring back here for police inspection, then I could get title as long as it was older than 83. Same as before but I couldn't buy from my home state anymore with just a BOS or any other state where titles were needed. That meant I could only buy from KY here close to me on just a BOS and still get clean IN title.
Book 3; Just found this out in the past couple weeks and several trips back and forth from court house and DMV. Now there is a packet of papers (about 6 forms) that have to be filled out by previous owner before I buy on BOS. There is 1 packet of forms if the PO has had the trailer on their property for at least 3 years, is older than 83, they fill out, send them and money off to the state capital and get their title, then they can sell to me with the new title, if there is a vin number present.
There is a different pack of forms to fill out if there is no Vin number present, same story without the police check, send the forms to the capital with money and wait for them to issue a new vin number.
Basic total pain either way.
So now if I want to buy on BOS only without a lot of hassle it has to be from a state where no title is required on the smaller older trailers. The closest state to me would be KY.
Or buy only trailers with clean titles.
Or go through the major PITA listed above^.
I am in process right now in contacting my state representatives and senate to get this crap changed so our state will not look like so much of a rotting yard art state.
So with me it's title first unless it's in KY, then ask other questions and inspect, or just move to the next one with a clean title already.
