Is a Camper considered restored if the frame was not stripped and repainted? Do most people do this? Will it make a big difference in selling it later?

If you mean the metal frame, no, it's not necessary as long as you are certain of its integrity, but pretty much everyone who does a frame-off goes ahead and does it anyway.

Depends on "how bad the floor rot was".
Almost every trailer restored, needs a little bit of front and rear flooring replaced. If it needs any more, it's easier to just roll the frame out and do it all at one time. After you have the skin off, it's not much more work.

We used a grinder to remove all of the rust off of the frame then painted it with POR15 to keep it rust free. It was very tedious and back straining work but if you have to take it all the way down then might as well do it right.

Please remember that POR15 is a "primer paint" that is made to adhere to rust. It is not UV safe for a top coat. If you do not top coat it, it will turn to chalk in six months when left out in the sun. All you need to do is sand and top coat the areas on the tongue that are exposed to the sun.

Our floor is looks pretty good, but after 55 years there has to be rust. Roof is off and we have to remove 1 wall, but thought it was going to stop there, this project just keeps getting deeper and deeper. With time and in the pocket book! decisions, decisions.........

I took mine down to bare frame, I found 1 crossmember bent, 2 cracks in the frame, 5 cracked welds, and 2 broken welds, plus issues with the suspension, I'm glad I went that far, even though my wife was not happy at first when she saw the trailer.
Plus painting POR-15 upside down is no fun, since it sticks to everything and takes weeks to wear off.

If you are already removing the roof and one wall.....you might as well take it down all the way...in the long run you will know that everything was done right.
