Wide pliers should work but be very careful not to split the aluminum. You might try a heat gun (not too hot) to get the flange to move.

Okay, I know not of what I speak, but what if you took two pieces of wood a little longer than the entire length of the window frame and then slowly "sandwiched" the bent frame flange top and bottom and compressed them with 2 to 3 wood clamps? Maybe two planks 1 x 4 each?
I have no idea if it would work or it might be more destructive. Curious to see what others say.
