Has anyone seen this before. It looks old like the rest of the insulation but why is it there and should I duplicate it? It’s below license plate. img_9668 by Julia Jensen, on Flickr

Don't duplicate; it's just excess the company didn't want to throw away. LOL.
Also check the number of cross boards front and rear and add them if need be. I added 3 in the front and 2 in the rear of my 57 Shasta. Makes for a lot sturdier trailer.

The lighter wood cross boards are all new. One for the table and two more below. I wanted a good sturdy attachment for the table. There was a bare panel with no support before the additions.

MUCH better than a Shasta... I would go all the way across with the table support (the short one) so that it's anchored at both ends and to the upper board as well. Gorilla Glue is your friend here.
