I used clear shellac on my 57 Deluxe. We sanded the panels but couldn't get the "white" streaks to disappear so decided to remove it. If your finish is rough and flaking, the solution is to scrape it. We used Buck plane blades (Home Depot): 013 Scraping Shellac (3) by vikkx, on Flickr Sharpen the blades often. Scrape with the wood grain. 013 Scraping Shellac (2) by vikkx, on Flickr 013 Scraping Shellac (1) by vikkx, on Flickr Makes a mess but easy to vacuum or sweep. The trick is to get all the old finish off and sand lightly. Any white streaks will show thru, so be sure the wood looks even. Amber shellac will cover a multitude of sins but your trailer is a lot lighter as my Deluxe was. Clear is closer to the original finish. Hopefully others will chime in on the varnish issue. I thought mine was shellac because it scraped so easily.

Looks like Shellac to me. Did you soak a rag with denatured alcohol and wet and area to see it it dissolved and became gummy? Even 60 year old shellac will become gummy. Poly won't.
I think Shasta used shellac but over the last 60 years people re-coated most campers with polyurethane. I've sanded a couple of campers but it's a miserable job.

I would guess clear shellac. I sanded all of mine off, it is an terrible job and took me days and then I re-coated with an amber - clear shellac combo and I still got some streaks in it from the old shellac but I think I use a gallon of clear and a quart of amber and that was a nice compromise. My problem was the old shellac yellows and you can never seem to find a match.
Good luck.
