Continuing to add to my toolbox and hoping to do it cost effectively and productively.

Bad phraseology I'm sure but... does size matter? What would be the recommended wire brush size -- 2", 3"? Also, the make-up -- knotted? Crimped? Fine? Coarse? What about a wire wheel? Other recommended uses for either? Thanks in advance as always.

Before I would use any wire brush or grinding I would use paint stripper to at least get down to the metal. You may have to use a couple of coats but at least you will retain the integrity of the stamped number or plate.

Most I have tried I have just used a hand brush. I have a couple brass-wire brushes that are like toothbrushes but not recommended for that use....Work well at gently removing the rust and paint. They don't do much on newer paint, though, and paint stripper first is a good suggestion. I still haven't had any (yet) that needed stripper.
BTW...there are brass-wire cup brushes available too. I have one that is about 1-1/4 inch round, I use with my variable speed at low speeds.

I use a cheap 3" open strand cup brush from harbor freight on one of the cheap 4" or 4 1/2" electric grinders. Grinder was 15 or 20 bucks and the cup brush was around 5 I think. It will knock of paint and rust easily so you can read the numbers. You brush a little the look then brush some more and look again. You can use chemicals if you prefer but I try to avoid them when possible.

This caused me to look again at my numbers. Lo and behold, in my infinite wisdom I didn't mask off the numbers when I had it painted and the paint shop used a really good grade of automotive paint which is very thick. I can't see my numbers!!!! Now, I have to use my own suggestion and try to find what is hidden and I do mean they are hidden although I know approximately where they are. so much for a really good paint job on my shasta tongue. UGHH.
