Not sure if it would help, but sometimes an old favorite cleaner of ours works miracles on stuff like this. "Barkeeper's Friend"...it is oxalyic acid. Don't use the liquid, only the powder. Just wet the surface, rub a little of it on, keep it slightly wet and let it work for about 5 or 10 minutes, then rinse. It can't hurt since you're already considering repainting. Also, a while back Larry (mobiletec) did a video of re-doing a flecked ceiling that looked really nice.
