I went to the DMV in December to register my Shasta that I purchased in Washington. I had the title in hand and had located the VIN on the tongue of the trailer. Everything seemed to go smooth, had the vin verified outside before going in and handing over money for plates and registration.
This week got a packet in the mail with my title and paperwork saying I must take it to the CHP for an inspection as a 2nd vin was not able to be verified? Was not trying for PTI as the trailer is too big, anyone here had this issue before. Figured I would ask here before calling DMV/CHP to find out whats up.

I think that they must have outsourced their central processing of registrations in Sacramento...maybe to a prison or a sober living halfway house? I finally got an email address that seems to get to a competent registration group, so I would suggest documenting all of your steps, make sure to note that you have met all the requirements and have the inspection signed by the authorized DMV agent (DMV or CHP are both equivalent on the Verification paperwork I submitted) and send to cpdccssm@dmv.ca.gov. Fixed my month long ordeal in one email and phone call.

I'm so glad we don't live in California with all the trouble you guys are having. We've had our trailer licensed and titled since the day after we bought it, not a problem one. Wish you luck.

Yeah, but when we are done at the DMV, we can sit out on our porch in the 70 degree sunshine and sip a nice beverage while we complain about our state.

Surprised, they didn't just hand over the plates at DMV following your DMV visit. Why did you have to wait for something in the mail? Sounds like it was square when you finished with DMV. Well, I am interested to see what happens. I am in a similar boat with Mckaylife. I have an appt. with DMV to verify my VIN next week on my newest trailer. The VIN is a duplicate and DMV knows this. It's not eligible for PTI because it's too long. I figured it would be (self edits to avoid jinx). I am assuming they will assign the trailer a new VIN. I was sent to DMV from AAA due to the duplicate VIN issue. I have dealt with AAA before and have had easy transactions with them. I always try to go to AAA initially, to see if I can get reg. issues worked out. If that doesn't work, then I go into the doldrums of DMV. If I walk out with the plates from AAA, I know I won't have any surprises. Later, Rod

Later, Rod Teachndad they did give me my plates and registration at the DMV. After the fact they are saying the registration has been rejected/incomplete. I took the week off from giving a sh**t about this. We are just coming back from a long trip and she looks legal enough with her plates and her stickers so I will deal with this in the coming weeks. I did check over the verification form that the DMV agent filled out. You can see it here its called a Reg31 Secondary VIN (ONLY IF FEDERAL LABEL MISSING/ILLEGIBLE/NONE (PRIMARY VIN MUST STILL BE PRESENT). IF DISAGREES, ALTERED, OR NO SECONDARY VIN, REFER TO CHP)
I assume it must have something to do with this section. Will post a reply when I get it sorted

Sorry, Mckaylife, So very frustrating to have it happen after the fact. Ugggh! I was researching this form Reg31. This is a recent form. Looks like they started using it in September 2016. I found a reference to the secondary VIN being needed for double axle trailers. Maybe that's the stumbling block. Some clerk thought it was double axle and needed a secondary VIN. The field offices seem surprisingly more knowledgeable in registrations. The central office must be some sort of call center, with high turnover, low skills and minimal training. Like all customer service, try back until you find an actual human who can help. If that email doesn't get you the right person, I can PM the direct contact info for the person that helped me...She was so helpful I had to send an email to her boss thanking her.

Sorry this is happening to you. I've been through some troublesome DMV night mares.
I'm not rubbing anything in here but just want everyone else to take note on why it's important to get the paperwork straightened out before making an investment of any kind. If the trailer is $500 or less then you can probably afford to take a chance. But more than that and it's time for the seller to accept a deposit while you go to the DMV to see what's up. If he won't do that then you either need to walk away or take your chances. But don't put any more work or money into it before you get the title straightened out.
Some of you may have heard of Bob and Cindy Ross. Very good friends of mine. They completely restored a trailer once to find out at the end that it was stolen and they had to return it to the original owner.

Just made a trip to my local CHP office and thought I would update this thread to hopefully help others in California. First off call your CHP early as I waited until March to call and they did not give me an appointment until today (6/14). That gave me 3 months to stew on Larry's story of a stolen trailer. I was fairly certain that was not the case for me, but never say never. It was certainly in the back of my mind waiting for the officer to come out. After showing the trailer to officer and talking to him for a few minutes he went in the back to fill out the paperwork and verify the trailer information. I asked him if the DMV was wasting his time, or was there an issue with my paperwork? He said that was his primary job at the office and DMV in Sacramento did the right thing. He said if the trailer is prior to 1980 when they instituted the 17 digit vin number and it has not been in the CA DMV system in the past 5 years (as in valid registration) it requires a CHP Vin Verification. Since my trailer came from Washington state it falls in the criteria. He said their VIN verification system is more comprehensive then the DMV's thats why the onus is on them. He said he has no idea why they stated on the paperwork no 2nd vin, right off the bat he said exactly what you guys did, no 2nd vin duh! I told him I would pass this info on to the forum, he recommended that others should just make the CHP appointment before registration to save them from having to wait to get their paperwork rejected. He said he was unsure why the local DMV office tries to do the verification, he thinks they are trying to be helpful but it's just the opposite in the end. Anyways, your mileage may vary I just sent in all the info to Sacramento today after my appointment, I will update you when my title arrives!

CA DMV has taught me to never give up when fighting city hall. A few minutes reading the regulations and you now know more than the clerk. Just be patient and persistent and quote their own regulations right back at them and you will come out on top eventually. Can't wait for CA single payer health!

Cheers, Rod This usually happens if you are instructed to take the trailer to an "Authorized Inspection Station". CHP is usually only interested in the VIN. Brakes and Lights are checked at the inspection station and you are usually only asked to do this if you are re-titling a "salvaged trailer or vehicle". Also if you are applying for a newly built trailer or vehicle that has never had a VIN assigned to the chassis. IMPORTANT NOTE.... When you take a trailer to the DMV for registration and they measure it, the DMV employees are SUPPOSED to measure the trailer from the tongue to the bumper if it has one or the tail end of the metal chassis. NOT the box. But from my experience, most of them don't know that and they measure the box. This is beneficial to you if you are looking to get a permanent plate. But it is not a good thing if you want to insure your trailer because the information will be legally wrong and your value could go down.
