That is called a "Slimp Dolly" and it removes virtually all tongue weight from the hitch. You can still buy these brand new today and they are needed if you are towing a large trailer with a half ton vehicle. In the movie they show Desi being sold the slimp dolly along with the trailer.

I brought me home a long long trailer (not a New Moon) today.10 x 41, luckily it was only 14 miles away via dirt roads. At first my 460ci Ford wouldn't budge it. So we jacked it back up,checked the wheels for good spin and put some boards under it to get a running start,still nothing ! While I was walking around smoking up a storm and wondering who I was gonna call,My helper said, Hey dumb $#@ you have the emergency brake on.. DUH! pulled the release and away we went..
