I can only say I've been taught that the fewer joints the better. Others say the old original lines are so much higher quality than what you'll get these days at a big box.. Was that damaged during a restore. Is the rest of the line visible and testable?

I have not tested the lines yet. I discovered this yesterday after removing the kitchen cabinet.

That looks like a water line. Propane lines rarely split like that, in fact, I've never seen it. Trace all your copper lines and be sure which is what. If it's a water line, replace with Pex.
Yes, you can splice that line. Cut the line back until there is a nice round tubing. Flare the line with a 3/8 nut on both ends and add a "union". That will make the splice. You may have to have a short tube extension depending on the damage extent.

It is the propane line that was connected to the oven.

Did the propane line go up and into the stove top manifold or is it a separate oven? You've got my curiosity up now...
