Most obvious is that the receiver is not centered in that drilled plate.. am I right? Oh, and owner should have used bowline knots in that , uh, safety string. I do appreciate that an extra long bolt was used to facilitate accessories to umm, well, I just don't know.

This may be just a homemade bike rack adapter. Maybe, but there are easier ways to haul bikes in an open pickup. Judging by the rest of the truck, I suspect it was a giant homemade flatbed trailer full of purloined scrap metal.

Yes it is hard telling what they had hooked to it but it looks a little short to hold a regular hitch. You would be amazed at the hitches I have seen people use over the last 60/70 years. In the days of exposed steel bumpers many people used hitches that just clamped over the edges of their bumper, it is a wonder more [eople weren't killed than there was. That's what brought about the hitch selections we have today. But as long as there are people you will see some doing unsafe, stupid things. That is the same as a person trying to tow to large a trailer with too small of a tow vehicle, they get away with it till something happens then it is too late.
